The Town of Parker was incorporated in 1981 and included the Rowley Downs subdivision, the downtown area, and Parker Square and Parker Plaza commercial areas. The incorporated area encompassed approximately one square mile and included 285 residents. The first decade of the Town's history saw the Town increased from one square mile to 13 square miles. The Town's population has increased from less than 300 at incorporation to more than 42,000 currently.

Elizabeth started out as Webber Sawmill. When the Denver & New Orleans Railroads came into the area, the town expanded. Elizabeth was named for the sister-in-law of Governor John Evans, Elizabeth Ray Kimbark Hubbard. Favored by horse owners who enjoy the close proximity to Denver, real estate values have climbed dramatically over the past decade. Elizabeth’s incorporation did not take place until 1890 when the population was 200. Today Elizabeth is a statutory town governed by a board of trustees, of which there are 7 seats.
